AND THE INFORMAL SECTOR
We're a generous nation, and even though our foreign aid is a minuscule portion of our total budget, that aid represents much needed resources in the developing world. For many years a condition of our aid agreements was the requirement that recipient governments agree to recognize the informal sectors of their economies.

Given the recognition of the importance and value of the informal sector and micro-enterprise models, it seems ironic that we don't embrace and foster those efforts to the degree that we could here at home.
